Less borrowing will be available for state to buy and protect land

Wisconsin would spend less state money to purchase and protect public land under a proposal approved Thursday by the legislature's budget committee. The plan approved Thursday would cut by about $26 million the amount the state can borrow every year to buy public land through its Stewardship program. That would put it at up to $60 million a year, which is how much the state was spending on the Stewardship before it was expanded under former-Gov. Jim Doyle.

Eagle River Republican Rep. Dan Meyer says there's no reason the government has to own land for it to be protected. Meyer says a lot of people in his northern Wisconsin district like the Stewardship program, but a lot of people don't. He says, "a lot of those people who think it's great are people who retire down here or from Chicago to my area, buy a place on the lake, have their piece of heaven and then don't want anybody else there. They don't want another pier in the water, they don't want another boat in the lake and heaven forbid you ever cut down a tree. But there are people in my district that still have to make a living."

Poplar Democratic Sen. Bob Jauch called the cut to the plan short-sighted, and said Republicans knew "the cost of everything and the value of nothing." He says, "it is in our interest to set land aside for the next generation. It is only a selfish person that decides they're going to pretend to put the land aside when their true intentions are to put a for sale sign out there to exploit the land."

The cut to Stewardship could be larger in practice. That's because if the state does not borrow the maximum $60 million in any given year, bonding authority would be permanently reduced the next year.

UW-Eau Claire doubles retirements this year

The University of Wisconsin Eau Claire says there's a 77 percent jump in retirements at the campus this year, and opinions vary as to why. UW-Eau Claire's human resources department says an average of 40 people retire from the university each year. This year, 79 faculty and staff are hanging their hats.

Human resources director Donna Weber says there's no reporting of why a person retires but she's hearing a lot about the collective bargaining bill and insecurity on the political front. Weber says, "people are worried that they may lose their retirement benefits. There's absolutely no question about that," and while ending retirement benefits hasn't been proposed by the governor or lawmakers she says, "people are concerned that one thing might lead to another.
